Joe is a senior consultant in FPOV’s government practice, focused on delivering innovative technology solutions for State, Local, and Education (SLED) entities. Guided by the mission to enhance efficiency, compliance, and citizen engagement, and the vision to be a trusted partner in data strategy, AI orchestration, and operational excellence, Joe is leveraging his expertise to shape strategies that empower public sector organizations to thrive in an evolving digital landscape.

As the former CIO for the State of Oklahoma, Joe spearheaded the state’s digital transformation, enhancing efficiency, citizen services, and data-driven decision-making. His expertise includes architecting modern IT infrastructures, developing statewide data strategies, and implementing cutting-edge cloud and AI solutions.

In previous roles, Joe has led high-performing teams at organizations like SONIC Drive-In, where he transformed the company into a data-driven enterprise, and as Sr. Director of Application Development and Data for OMES, where he delivered enterprise-scale IT solutions for over 190 agencies.

Joe holds an MBA in e-Commerce from Oklahoma Christian University and certifications in project management (PMP) and agile practices (CSM).
