Thomas J. Lockwood
Thomas J. Lockwood is a dynamic leader with broad experience in both the private and public sectors. He brings deep expertise in and across diverse industries with knowledge in digital workflow tools augmented with artificial intelligence and machine learning capabilities as well as data strategy and compliance.
Thomas has served as the president of the Naval Sea Systems (NAVSEA) Command Association of Scientists & Engineers (ASE). He helped establish the Maryland Office of Homeland Security and led its responsibilities. He has served in leadership positions in the Department of Homeland Security (DHS) and has been the deputy commissioner of the Homeland Security & Emergency Services New York State Division (DHSES).
Experience
For the past fifteen years, Thomas has served as a confidential consultant providing solutions to strategic policy, risk, and complex system and technology business development integration challenges. During this time, he was a founder and leader in various startup organizations assisting with business development and presales engineering.
At Secure Technology Alliance, Thomas served as the organization’s chair among other board positions. He assisted with multiple standards development efforts and led industry review to technological and risk solutions. He supported awareness, education, and adoption of multiple technologies, cyber, and resiliency across federal, state, local, and education (SLED), and commercial sectors.
For over a decade, Thomas served with various organizations inside the Department of Homeland Security. He led counterterrorism, emergency management, fire prevention and control, and emergency communications responsibilities as an executive leader at New York State, Division Homeland Security & Emergency Services (DHSES). He supported the Hurricane Sandy response, recovery, and lessons learned analysis and recommendations, which was one of the costliest hurricanes in U.S. history.
As the senior advisor Office of the Secretary, Screening Coordination Office (SCO), Thomas was on the leadership team and helped harmonize over 128 DHS programs across seven agencies as well as integration with Departments of Justice, State, and Defense.
Background
Thomas holds numerous certifications including Department of Defense (DoD) CIO from National Defense University, Information Resource Management College, Advanced Program Management, and a Program for Management Development (PMD) from Harvard Business School as well as certifications in program management, Research Testing Development and Evaluation (RTD&E) and Science and Technology (S&T) programs, as well as systems engineering.
He has served on the boards of numerous professional organizations, leading teams, fostering growth, and executing organizational transformation.
He currently resides in Annapolis, Maryland.
